GJFO Wild and Scenic Rivers: The Three Step Process <br /> Eligibility (see Chapter 3) <br /> Process <br /> 1. Identify segments to be inventoried(only sections falling under BLM jurisdiction) <br /> 2. Determine if segments are free flowing and have any outstandingly remarkable values <br /> 3. Segments that are free flowing and have at least one ORV are considered eligible <br /> Public and Outside Entity Involvement <br /> Draft eligibility determinations vetted though cooperating agencies and with the public during <br /> scoping for the RMP. <br /> Product <br /> Report identifying eligible segments to be examined for suitability. <br /> Suitability(see Chapter 6) <br /> Process <br /> Answers three questions: <br /> 1. Should the river's free-flowing character, water quality, and ORVs be protected, or are one <br /> or more other uses important enough to warrant doing otherwise? <br /> 2. Will the river's free-flowing character, water quality, and ORVs be protected through <br /> designation? Is it the best method for protecting the river corridor? In answering these <br /> questions, the benefits and impacts of WSR designation must be evaluated, and alternative <br /> protection methods considered. <br /> 3. Is there a demonstrated commitment to protect the river by any nonfederal entities that may <br /> be partially responsible for implementing protective management? <br /> Public and Outside Entity Involvement <br /> Stakeholder group and cooperators will be involved in developing/reviewing alternatives and <br /> public can comment following issuance of the Draft Resource Management Plan. <br /> Product <br /> Development of alternatives identifying suitable segments (ranging from all to none of the <br /> eligible segments) and selection of the preferred alternative in the Record of Decision. <br /> Designation <br /> Process <br /> The BLM State Director prepares and forwards a study report to the BLM Director. This <br /> report is routed through the Secretary of the Interior for congressional consideration. <br /> Public and Outside Entity Involvement <br /> Normal avenues of public participation in legislation. <br /> Product <br /> Study report of suitable segments and congressional decision on designation. <br /> • <br /> 1 <br />
