ements of the proposed Irrigation <br />Efficiency Rules for Division 2, <br />continued.. <br />• The Division Engineer shall approve if the <br />improvement will not change the amount, <br />location, or timing of historical seepage losses or <br />return flows or if same may be maintained <br />pursuant to terms and conditions. <br />• If application involves a change of water right or <br />a plan for augmentation, application must be <br />denied subject to water court approval. In the <br />interim, applicant must cease use of the <br />improvement or reduce diversions. <br />Elements of the proposed Irrigation <br />Efficiency Rules for Division 2, <br />continued.. <br />• The rules shall take effect 60 calendar days after <br />publication... or, <br />• In the event that protests are filed ... the effective <br />date shall be stayed until such protests are <br />judicially resolved ... <br />C. <br />
