Headwaters Corporation Providing Services as Office of the Executive Director for Platte River Recovery Implementation Program Summary of Significant Activity for the Period October 5 to November 1, 2014 Land Plan Implementation Land Plan management activities were focused on taking stock of 2014 activities and planning for 2015 activities. Land Plan acquisition activities were focused on multi-party holding consolidation, disposal of excess properties, moving Kearney to Odessa tract toward closing, and acquisition of OCSW and Palustrine Wetlands. For both aspects of Land Plan, development of Work Plan and Budget was initiated and advanced. Other specific activities include: Focus of real estate acquisitions/disposal for this period was a continuation of several long-term activities: • Discussions for excess property disposal included on-going discussions of these tracts o Broadfoot-Newark property including a land swap with NGPC for a parcel land-locked by the Elm Creek Complex and sale of remaining acres has been put on a strict time line to either get NGPC actively engaged and closing or disposal by auction. Resolution by end of first quarter 2015 either way. o A series of land swaps among PRRIF, TNC, and WTC to consolidate ownership in three bridge segments—progress slow with final closing by end of year 2014.. o Discussions with BELF regarding acquiring lands in the Kearney to Odessa reach through a land trade of PRIFF Property(with a no build easement) in Fort Kearny Complex (Blessing Tract) and cropland at John's tract in Elm Creek Complex. Likely an auction format will be required to complete transaction. Progress slow, but hoping for resolution by end of year 2014. o Coordination with NDOR regarding land in Kearney to Odessa reach showing little progress. • Pursuit of a property in Kearney-Odessa segment from sale by private land owner progressing well. Closing should occur by end of year 2014. • Search for palustrine wetland tracts and OCSW sites producing limited potential. Focus of land management activities for this period was: • Oversight of fencing contractor start-up on Fox tract in Fort Kearny Complex. • Oversight of mold repair activities at Lodge on Dyer Tract. • Routine and on-going discussion with neighboring land-owners in conformance with Good Neighbor Policy for all properties. • Development of land management work plan and budget has been primary activity for this month. 1
