Headwaters Corporation <br /> Providing Services as Office of the Executive Director for <br /> Platte River Recovery Implementation Program <br /> Summary of Significant Activity for the Period <br /> August 24 to October 24, 2014 <br /> Land Plan Implementation <br /> Land Plan management activities were focused on oversight of contractor work focused on noxious weed <br /> control, boundary fencing, and signage associated with PRRA program. Land Plan acquisition activities <br /> were focused on multi-party holding consolidation, disposal of excess properties, and acquisition of <br /> OCSW and Palustrine Wetlands. For both aspects of Land Plan, development of Work Plan and Budget <br /> was initiated and advanced. Other specific activities include: <br /> Focus of real estate acquisitions/disposal for this period was a continuation of several long-term activities: <br /> • Discussions for excess property disposal included on-going discussions of these tracts <br /> o Broadfoot-Newark property including a land swap with NGPC for a parcel land-locked by <br /> the Elm Creek Complex and sale of remaining acres. NGPC has been given time limit for <br /> response. <br /> o A series of land swaps among PRRIF, TNC, and WTC to consolidate ownership in three <br /> bridge segments—progress slow with final approval anticipated at December GC. <br /> o Discussions with BELF regarding acquiring lands in the Kearney to Odessa reach <br /> through a land trade of PRIFF Property(with a no build easement) in Fort Kearny <br /> Complex(Blessing Tract) and cropland at John's tract in Elm Creek Complex. Likely an <br /> auction format will be required to complete transaction. Progress slow, but hoping for <br /> resolution by end of 2014. <br /> o Coordination with NDOR regarding land in Kearney to Odessa reach showing little <br /> progress. <br /> • Pursuit of a property in Kearney—Odessa segment from sale by private land owner progressing <br /> well. <br /> • Search for palustrine wetland tracts and OCSW sites producing limited potential. <br /> Focus of land management activities for this period was: <br /> • Extensive effort involved in noxious weed control activities due to wet, cool spring and summer <br /> that caused proliferation of thistle and other noxious weeds on all complex properties. Efforts <br /> include coordination and oversight of spraying contractors and staff time for spot spraying follow <br /> up actions. <br /> • Oversight of fencing contractor start-up on Fox tract in Fort Kearny Complex. <br /> • Routine and on-going discussion with neighboring land-owners in conformance with Good <br /> Neighbor Policy for all properties. <br /> • Construction and signage for new parking lots and boundary demarcations to accommodate <br /> introduction of additional properties into PRRA program completed. <br /> • Coordination and participation in LAC meeting on August 26th, via teleconference. <br /> 1 <br />
