• Reclamation LOPP charge of$0.002 per kilowatt-hour(kwhr)as required by its updated <br /> standard of 2012 and also includes an annual administrative charge of$2,000. This is <br /> less than the $0.005 per kwhr charged for Carter Hydro per Reclamation policy in 2010. <br /> The results of the Planning Scenario are used to insure that the project will be able to repay the <br /> project and all its associated costs, even if the cost of the project is higher than anticipated and <br /> even if the revenues are lower than anticipated. The analysis shows that cash flow is positive <br /> and will be able to pay for all costs including all Northern Water pre-financed costs. However, <br /> under this analysis,there is little extra cash flow beyond what is required. <br /> On the other hand,the results of the Probable Scenario illustrate a favorable cash flow <br /> throughout the loan term. In fact, at the end of the 30-year term,there is nearly $1,300,000 of <br /> accumulated revenue above and beyond all of the costs incurred by the project. <br /> The conclusion of this financial analysis is that the project will pay for itself, even under <br /> conservative assumptions, and it has the potential for providing a favorable cash flow. <br /> Schedule <br /> The attached project schedule was prepared showing the timing of events leading up to an on- <br /> line date of May 1, 2016. In order to hold to this date,a loan application will need to be <br /> submitted to CWCB by April 1, 2014 for CWCB Board action in May, 2014. It will take several <br /> months to finalize the loan. At the time that funds are ready to be dispersed,the turbine <br /> equipment will be ordered. This equipment has an order-to-delivery time of nearly 15 months, <br /> which would result in a delivery date of February, 2016. Following installation and testing,the <br /> plant should be ready for operation by May 1, 2016. This coincides with the time when releases <br /> are increased from Granby Dam from 20 cfs up to 75 cfs for the summer. <br />
