Appendix A) <br /> Project Service Area and Facilities <br /> West Reservoir provides water through the Wakefield Ditch east of the reservoir 7 miles <br /> to Wakefield Mesa, and the Basin. The water is available as stock and wildlife water as it <br /> traverses east Oak Mesa, and irrigates approximately 600 acres of hay and pasture. <br /> The major facilities are the West Reservoir itself, and the Wakefield Ditch. Repairs to <br /> either the ditch or reservoir are made either by hiring equipment and help in, or through <br /> owner's own efforts, as individual shareholders own a D5 dozer, an excavator and <br /> backhoe. <br /> 15 NAc-a <br /> Hydrology and Water Rights <br /> West Reservoir is an off-stream reservoir, collecting run-off water from the mountains <br /> surrounding the Jay Creek drainage and the Roatcap Creek drainage. The water rights <br /> include 454 acre feet of storage right, 55 c.f.s. surface water right to meet the storage <br /> right. (Appendix B) The 454 acre feet storage has an appropriation date of 1905. <br /> Map of Reservoir Location <br /> West Reservoir is located at the head of Jay Creek, on Oak Mesa, approximately 10 to 12 <br /> miles north of Hotchkiss, in Delta County. (Map Appendix C) At the east center of the <br /> map is the service area Wakefield Mesa,to the immediate east and north of that is the <br /> Basin area. <br /> Project Description and Alternatives <br /> A video inspection of the outlet pipe was performed by Southwestern Systems on May <br /> 23, 2013 using a remotely operated vehicle. The SEO reviewed this video and concluded <br /> in their letter dated June 3, 2013 that the existing pipe is severely deteriorated and is <br /> unsafe for normal drawdown of the reservoir. The SEO identified rust holes,missing <br /> portions of the pipe invert, and voids along the outside of the pipe. In June 2013,the SEO <br /> restricted the reservoir to zero storage due to the severe deterioration of the outlet pipe. <br /> The SEO has stated that the existing outlet pipe is not a candidate for rehabilitation using <br /> cast-in-place pipe lining or traditional grouted in-place slip-lining because of the <br /> condition of the existing pipe, the change in grade, and a gap in the pipe located about 36 <br /> feet from the downstream <br />
