PRRIP—ED OFFICE DRAFT 05/10/2014 <br /> 43 Welcome&Administrative <br /> 44 LaBonde called the meeting to order at 2:00 p.m. Central time and the group proceeded with <br /> 45 introductions. <br /> 46 <br /> 47 Miller moved to approve the December 2013 GC minutes;Strauch seconded. Minutes approved. <br /> 48 <br /> 49 Smith updated the GC on the results of the electronic poll on the Independent Science Review Services <br /> 50 RFP. The GC vote was unanimous in support of the RFP and it is now open to the public for proposals. <br /> 51 The GC appointed the following Proposal Selection Panel: Urie (Colorado Water Users), Czaplewski <br /> 52 (Downstream Water Users), Smith (EDO). <br /> 53 <br /> 54 Program Committee Updates <br /> 55 Land Advisory Committee(LAC) <br /> 56 Czaplewski provided an update on the latest LAC activities. The LAC met on February 25 in Kearney. <br /> 57 The LAC addressed Tract 1312 that will be discussed later during the GC meeting, received an update <br /> 58 from the Nebraska Game and Parks Commission on the Public Access Program. LaBonde asked if there <br /> 59 could be a presentation in June to the GC on how the Public Access Program went last year. Heaston said <br /> 60 that will happen. Czaplewski said the next LAC meeting is June 6. There has been some discussion of <br /> 61 the LAC meeting somewhat less frequently because of where the Program is with the land milestone. The <br /> 62 first tract of Program land was recently sold at public auction and the GC will hear more about that <br /> 63 tomorrow. <br /> 64 <br /> 65 Water Advisory Committee(WAC) <br /> 66 Steinke provided an update on the latest WAC activities. There was a short meeting via conference call <br /> 67 on February 4th. A main topic was the J2 reservoir project that will be discussed later at the GC. Water <br /> 68 leasing with Central Platte NRD and CNPPID were also discussed. There was a presentation on data <br /> 69 being collected on wet meadows and an update on an investigation of hydro-climatic indices. <br /> 70 <br /> 71 Technical Advisory Committee(TAC) <br /> 72 Sellers provided an update on the latest TAC activities. The TAC met twice this year. On January 22 <br /> 73 there was a regular meeting and recommended approval of the ISR RFP; there was discussion about the <br /> 74 peer review and publication process; and the remainder of the meeting was a discussion about AMP <br /> 75 implementation reports and accepted the spring 2013 whooping crane monitoring report as final. The <br /> 76 TAC met on February 18 for a whooping crane workshop. There was more discussion of the peer review <br /> 77 and publication process, review of the whooping crane telemetry proposal, review of whooping crane <br /> 78 habitat selection analyses, and the TAC developed an initial list of models to test during the new habitat <br /> 79 selection analysis. Smith also noted the April 22-24 ISAC/TAC meeting in Omaha,NE. <br /> 80 <br /> 81 Finance Committee(FC) <br /> 82 Campbell provided an update on the latest FC activities.
