6. Arkansas River Compact Administration Meeting <br /> Mr. McDonald reported that the annual meeting of the <br /> Arkansas River Compact Commission was held in Lamar on <br /> December 13, 1983. No new issues were raised by Kansas rep- <br /> resentatives regarding the operation of Trinidad and Pueblo <br /> Reservoirs. Colorado ' s representative raised the issue of <br /> providing storage accounts for winter water in John Martin <br /> Reservoir for the Nine Mile and Highland Canal Companies . <br /> Kansas representatives declined the proposal until further <br /> investigations are made and data are available to answer <br /> some of Kansas ' concerns . <br /> 7. Water Resources and Power Development Authority <br /> Activities <br /> Mr. McDonald reported on staff activities underway for <br /> the St. Vrain Basin Study, a study funded by the Authority <br /> and managed by the Board per contract with the Authority. <br /> Initial activities have been initiated by the Consultants, <br /> R. W. Beck and Dames and Moore. A public information <br /> program has been developed which will involve scheduled <br /> meetings with the local advisory committee during which the <br /> committee will be briefed on the status and progress of the <br /> study and provide opportunity for input by the committee <br /> members. <br /> • 8. Green Mountain Exchange <br /> In his discussion, Mr. McDonald stated that the Gover- <br /> nor ' s Round Table has initiated a process to study the Green <br /> Mountain Exchange proposal. A Green Mountain Exchange team <br /> has been organized to appraise the possibility of utilizing <br /> water stored in Green Mountain Reservoir in lieu of con- <br /> structing western slope storage reservoirs . This team will <br /> manage a proposed feasibility study of the proposal to be <br /> funded by the Water Resources and Power Development Author- <br /> ity. <br /> 9. Biological Opinion - Narrows Unit <br /> Mr. McDonald briefly reviewed the discussion on this <br /> item during the September meeting and the action taken by <br /> the Board whereby the Board took exception to the "plan of <br /> action" as drafted by the Bureau of Reclamation and the <br /> U.S. Fish and Wildlife Service to resolve the whooping crane <br /> issue. He stated that Mr. Bill Martin, Regional Director, <br /> Bureau of Reclamation, had met with Nebraska and Wyoming <br /> representatives to discuss this problem and stemming from <br /> this meeting, Mr. Martin raised the possibility of a three- <br /> state meeting to further consider this issue. Mr. McDonald <br /> also indicated that Mr. Martin had advised that the two <br /> • federal agencies will redraft the "plan of action" in line <br /> with the Board 's comments . <br /> -5- <br />
