potential environmental impacts of the Juniper-Cross Mountain project. <br /> Mr. Sherman inquired about consultation on the project and whether <br /> there had been a sufficient opportunity for review by interested <br /> parties . Mr. Fischer responded that he had consulted with several <br /> I/ agencies during the process of preparing the license application which <br /> the District would be submitting to the Federal Energy Regulatory <br /> Commission. He noted, however, that the final license application had <br /> just been completed and that those documents had not, therefore, been <br /> made available for review as yet. Mr. McDonald noted that Mr. Fischer <br /> had provided him with a draft of a portion of the license application <br /> documents about 10 days prior to the Board meeting, but that he had <br /> not yet had a chance to review the same. <br /> Following Mr. Fischer's presentation and further discussion among <br /> Board members , Mr. McDonald indicated that he had suggested some <br /> changes to Mr. Fischer in the draft resolution (attachment F) that had <br /> been proposed by him. Mr. Fetcher then moved the adoption of the <br /> resolution with the changes which Mr. McDonald and Mr. Fischer had <br /> worked out. Mr. Gormely seconded the motion. <br /> Further discussion ensued during which modifications were made in <br /> the changes which Mr. McDonald had suggested, said modifications being <br /> incorporated into the resolution with the concurrence of the maker of <br /> and second to the motion. There being no further discussion, the <br /> resolution (attachment H) was adopted by a unanimous voice vote. <br /> Mr. Fischer then described the proposed Rangely Reservoir project <br /> and asked for a similar endorsement. He pointed out that the con- <br /> struction of a municipal supply reservoir for Rangely is complicated <br /> by the potential need to provide a water supply for a coal-fired power <br /> plant to be constructed by the Moon Lake Electric Association. The <br /> Association is considering sites in both Utah and Colorado. While <br /> construction of a single larger reservoir would be preferable, local <br /> interests desire to proceed with the smaller Taylor Draw Reservoir. <br /> That would not preclude construction of a larger reservoir upstream of <br /> Taylor Draw for the Moon Lake project. Construction of the Taylor <br /> Draw Reservoir to store 14,000 acre-feet of water for municipal pur- <br /> poses would cost about $10 million. <br /> I/ Since Mr. Fischer had not mailed the proposed resolution of <br /> endorsement on the Rangely project until January 24 (attachment I) , <br /> some Board members had not yet received it. Under the circumstances , <br /> consideration of formal Board action on the proposed resolution was <br /> deferred. <br /> Mr. Stapleton then asked agreement that a new item, the Fountain <br /> Creek Flood Control project, be placed on the agenda.
