J9DCs0k <br /> reported that the Fort Collins City Council similarly <br /> supported the Poudre filings , having passed Resolution <br /> No . 85-202 to that effect . Mr . Lochhead moved , <br /> seconded by Mr . Johnston, that the Board approve the <br /> staff ' s recommendations for the Cache la Poudre <br /> River . The motion was adopted with Mr . Johnson <br /> abstaining because of his representation of a client <br /> with an interest in the matter . <br /> There being no other changes or corrections to the draft <br /> minutes , Mr . Johnson moved , seconded by Mr . Smith, that the <br /> minutes for the November, 1985, Board meeting be approved as <br /> distributed subject to the change proposed by Mr . McDonald and <br /> subject to such editorial and typographical corrections as Mr. <br /> McDonald deemed appropriate . The motion was unanimously <br /> approved . <br /> Item 4 — Director ' s Report <br /> Mr . McDonald reported on the following items : <br /> 1 . State budget cuts for FY 85-00 and pending <br /> appropriations for FY 86-87 . <br /> 2 . Federal budget cuts in federal FY 86 as a result of <br /> the Gramm—Rudman legislation . <br /> 3 . The upcoming release of the President ' s budget <br /> recommendations for federal FY 87 . <br /> Mr . McDonald reported that Colorado could expect to <br /> see a slowing of ongoing construction on Bureau of Reclamation <br /> projects in light of the deficit reduction measures which are <br /> expected to be in the President ' s budget . He also indicated <br /> that the State did not expect to see funding for the Animas—La <br /> Plata and Narrows projects in the President ' s FY 87 budget . <br /> 4 . Sale of power marketing administrations . <br /> Mr . McDonald noted that it had been reported in the <br /> press that the President ' s budget would propose the sale of the <br /> federal power marketing administrations , such as the Western <br /> Area Power Administration (Western) . Mr . McDonald observed <br /> that the proposed sale of Western was something that merited <br /> close attention in light of the past efforts of the Board and <br /> Governor Lamm to obtain new distributions of the power revenues <br /> from the Colorado River Storage Project , the energy and <br /> capacity from which is marketed by Western . He recommended <br /> that the Board direct the staff to research the proposed sale <br /> and report back to the Board at its next meeting in order that <br />
