1 <br /> Appropriations FY 1983 and President' s Budget Request, FY 1984, <br /> Colorado Water Projects (see Appendix C) . <br /> Mr. McDonald indicated that the Congress failed to enact the <br /> appropriations bill for FY 1983 containing funds for the Bureau <br /> of Reclamation. As a result the Bureau is operating under a <br /> continuing resolution which limits the Bureau's fiscal year 1983 <br /> activities to the fiscal year 1982 levels. Under these <br /> restrictions the Bureau's construction program has been <br /> substantially reduced. However, Bureau representatives have <br /> assured us that these reductions will have little impact on the <br /> major construction contracts underway on the projects in the <br /> state. <br /> Mr. McDonald then reviewed the President's budget request <br /> for FY 1984 and observed that funds requested for Colorado <br /> projects equaled, or in some cases exceeded the amounts available <br /> for FY 1983 . He felt that the funds requested were adequate and <br /> will permit timely progress on construction activities. In this <br /> connection, Mr. McDonald stated that hearings on FY 1984 budget <br /> request before the House and Senate Sub-Committees on Energy and <br /> Water Development and Appropriations would be held in late March <br /> or early April . Should he be asked to attend the hearings, he <br /> would need authorization from the Board to present testimony in <br /> support of Colorado projects . He indicated further that support <br /> for two additional flood control projects--Fountain Creek and <br /> Westerly Creek be included in his testimony. There being no <br /> -4- <br />
