The staff reviewed the feasibility study with the State <br /> Engineer, who strongly supports the implementation of the <br /> satellite monitoring system. The Department of Natural Resources <br /> also supports the implementation of the system. <br /> Following Mr. Fetcher's invitation for testimony from the <br /> audience, Mr. Charles L. Thomson, General Manager, Southeastern <br /> Colorado Water Conservancy District, commented favorably on the <br /> system and related experience with the system in the Arkansas <br /> River Basin during the past year. <br /> Mr. Jackson moved, seconded by Mr. Grant, that the Board <br /> forward the subject feasibility study to the General Assembly <br /> together with its recommendation that the General Assembly <br /> authorize the Authority to proceed with the consideration of a <br /> satellite monitoring network for stream gaging stations in <br /> Colorado and approve a proposed letter of transmittal to the <br /> General Assembly. (See Appendix L) The motion carried <br /> unanimously by voice vote. <br /> Mr. Fetcher then called for a discussion of Agenda Item 13, <br /> Legislation. He called on Mr. Bill Paddock from the Attorney <br /> General ' s office to discuss pending water related legislation <br /> under consideration by the General Assembly. Bills discussed <br /> included H.B. 1042, Anti-Export Statutes; H.B. 122, Instream Flow <br /> Program; H.B. 1269 and S.B. 134, Potable Water Projects; and <br /> H.B. 1272 , Water Conservancy Districts. <br /> -13- <br />
