S Item 17 - S.B. 5 Groundwater Study (Appendix S) <br /> Given the broad charge in S.B. 5 and the emphasis placed on <br /> nontributary groundwater, Mr. McDonald recommended that the Board <br /> direct the staff to proceed to prepare a detailed recommendation <br /> which outlines for the House and Senate agriculture committees <br /> alternative studies, as follows: <br /> 1 . A mere inventory of existing data on nontributary <br /> groundwater quantity and quality. <br /> 2. Analysis of the adequacy of existing data (compiled from <br /> 1 ) for management and administration of nontributary <br /> groundwater. Identification of research needs. <br /> 3. Detailed investigation of the Denver basin, including <br /> current and projected usage and determination of <br /> specific yields. Development of an observation well <br /> network. <br /> 4. Detailed investigation of other nontributary aquifers <br /> for which inadequate data were revealed in element 2 . <br /> 5. Analysis of groundwater quality constraints and <br /> deficiencies affecting development of nontributary <br /> aquifers. <br /> During Board discussion, Mr. Getches suggested that <br /> objectives 1 and 2 above be combined. Thereafter, Mr. Johnston <br /> moved, seconded by Mr. Lochhead, that the Board approve Mr. <br /> McDonald' s recommendation with Mr. Getches' proposed change noted <br /> above. The motion was adopted unanimously. <br /> Item 18 - Review of Long-Range Operation Criteria for Colorado <br /> River Reservoirs (Appendix T) <br /> Mr. McDonald briefly highlighted his October 28 , 1985, memo <br /> to the Board concerning this matter. He noted that the <br /> Coordinated Long-Range Operating Criteria are extremely important <br /> to the overall operation of the Colorado River Storage Project <br /> and its participating projects. <br /> Mr. McDonald reported that this matter was discussed at a <br /> recent meeting of the Upper Colorado River Commission, at which <br /> time the Commission took the position that a review of the <br /> Operating Criteria was not needed at this time. Under these <br /> circumstances, he proposed that Cie take the same position f/ <br /> and so advise the Secretary of the Interior '— <br /> Mr. Johnston moved, seconded by Mr. Wright, that the Board <br /> recommend to Governor Lamm that he forward to the Secretary the <br /> draft letter attached to Appendix T. The motion was adopted <br /> unanimously. <br /> -9- <br />
