Amended bill passed <br /> by the House, now awaiting second reading in Senate. At <br /> my request, House version was amended in Senate committee; <br /> see line 10, page 5,. -in the attached bill. <br /> • 1070 - A major bill dealing with state capital investment. Creates <br /> a new joint "capital development committee, " parallel to <br /> the joint budget committee, which would set capital develop- <br /> ment and maintenance priorities . As currently adopted by <br /> Senate, the bill would: <br /> (a) put 75% of general fund remaining after enactment of <br /> state budget and retention of a reserve into a <br /> "capital construction fund. " The fund would be used <br /> to construct, remodel, and maintain state buildings <br /> and to purchase land; <br /> (b) eliminate current specific potential application of <br /> such funds to water projects; <br /> (c) make remaining 25% of excess revenues available for <br /> appropriation by general assembly; <br /> (d) establish a fee of $50 per acre-foot for any water <br /> transported or diverted from the state. Such fees <br /> would be placed in a "water diversion fund" to be <br /> used for water projects; and <br /> • APPENDIX G <br />
