5 . San Luis Valley Groundwater Study.
6 Clear Creek Basin Study.
Agenda Item 8 - Policies and Strategies for Water Project
Development
Item postponed until June 1985 Board meeting.
Additional Item - Colorado River Floodway Protection Act
(Appendix B)
Mr . McDonald discussed the background history of this item
and indicated that the Board had previously gone on record in
support of this legislation which has now been introduced as
H.R. 1286 . He stated further that hearings on H.R. 1286 are
scheduled on Thursday, May 9, 1985, before the Water and Power
Subcommittee, House Committee on Interior and Insular Affairs.
Overall support for H.R. 1286 is considered soft in Arizona
and California . However, the Colorado River Board of
California has indicated it will take the lead in supporting
this legislation. Mr . Jerry Zimmerman, Executive director of
the Colorado River Commission, will attend the hearing and lend
support to the Bill .
Mr . McDonald called attention to two technical changes in •
sections 5 and 8 of the proposed bill . He recommended that the
Board adopt the proposed resolution attached to Appendix B.
Mr . Getches moved, seconded by Mr . smith, that the board
adopt the proposed resolution. Motion approved unanimously.
Agenda Item 9 Endangered Species Issues
a. Whooping Crain
No written material was prepared for this agenda item. Mr .
McDonald reported that following the March Board meeting,
another meeting involving Nevraska, Colorado, Wyoming, U.S.
Bureau of Reclamation, U.S. Fish and Wildlife Service, and
several environmental and water user groups was held . The
meeting resulted in the establishment of formalized committees
on the Platte River similar to the one on the Colorado River .
Colorado will be represented by David Getches at the
Coordinating Committee level with Bill McDonald on the Steering
Committee. A "Statement of Purpose" for these committees was
also developed at the meeting.
The "Statement of Purpose" was divided into two phases as
requested by Colorado. The first phase is aimed mainly at
removing the jeopardy opinion on the Narrows Unit. The text •
for this purpose is almost verbatim to that for the Colorado
-4-
