APPENDIX C
STATE OF COLO1ADO
COLORADO WATER CONSERVATION BOARD
Department of Natural Resources '.
721 State Centennial Building \ •
:
1313 Sherman Street -- 7,7•
Denver,Colorado 80203
Phone:(303) 866-3441
Richard D.Lamm
M E M O R A N D U M Gover
J.William nor McDonald
Director
David W.Walker
Deputy Director
TO: Members, CWCB
FROM: Bill McDonald
DATE: April 29, 1985
SUBJECT: Agenda Item 9b, May 3, 1985, Board Meeting--
Endangered Species Issues, Colorado River Fishes
The Steering Committee for the Upper Colorado River effort
is meeting on May 1. Although several presentations on key
issues are on the agenda, no materials have been made available
in advance. of the meeting. Thus, I will have to orally brief the
Board on the outcome of this meeting.
• In a related matter, the environmental community has, for
the first time, committed some of its thoughts to paper. In the
enclosed letter to David Getches, note especially item numbered 1
on page 2. As noted there, issues concerning both section 7
consultations and recovery plans are under consideration.
Indeed, when this effort was initiated it was focused on
issues concerning the section 7 consultation process and the
requirement for reasonable and prudent alternatives if a project
was found to be likely to jeopardize the continued existence of
an endangerd species . Over the past several months, the scope of
the effort has been implicitly expanded to deal with the recovery
of the endangered Colorado River fish species .
While the development and implementation of a recovery plan
is of importance to water users, we must not, I belive, lose
sight of the need to resolve problems with the section 7
process at the same time. My report to the Board on May 3 will
focus on this issue in the context of the Steering Committee ' s
discussions on May 1.
JWM/gl
Enclosure: as stated
cc: Jim Ruch
Jim Bennett
313
APPENDIX C ai/9b
