Although several presentations on key <br /> issues are on the agenda, no materials have been made available <br /> in advance. of the meeting. Thus, I will have to orally brief the <br /> Board on the outcome of this meeting. <br /> • In a related matter, the environmental community has, for <br /> the first time, committed some of its thoughts to paper. In the <br /> enclosed letter to David Getches, note especially item numbered 1 <br /> on page 2. As noted there, issues concerning both section 7 <br /> consultations and recovery plans are under consideration. <br /> Indeed, when this effort was initiated it was focused on <br /> issues concerning the section 7 consultation process and the <br /> requirement for reasonable and prudent alternatives if a project <br /> was found to be likely to jeopardize the continued existence of <br /> an endangerd species . Over the past several months, the scope of <br /> the effort has been implicitly expanded to deal with the recovery <br /> of the endangered Colorado River fish species . <br /> While the development and implementation of a recovery plan <br /> is of importance to water users, we must not, I belive, lose <br /> sight of the need to resolve problems with the section 7 <br /> process at the same time.
