Mr . McDonald reported on the Board action taken at the <br /> • executive session as follows : <br /> Mr . Robbins moved, seconded by Mr . Vandemoer, that the <br /> Board ratify Director McDonald ' s previous request to the <br /> Attorney General that he (Attorney General) petition the Board <br /> to intervene as a party defendant in Sierra v. Block. Motion <br /> passed unanimously. <br /> Mr . Vandemoer moved, seconded by Mr . Robbins, that the <br /> Board authorize Assistant Attorney General Wendy Weiss to send <br /> her proposed letter, dated November 14, 1984, to the attorney <br /> for the United States proposing a consent decree for the water <br /> rights application of the United States for the Paradox Valley <br /> Salinity Control Unit with the changes set forth in Ms . Weiss ' <br /> letter . <br /> Motion passed unanimously. <br /> Agenda Item 16 - CRSP Power Revenue Proposal - Appendix 3 <br /> Mr . McDonald reported that the issues concerning the <br /> potential use of power revenues for water project financing are <br /> being dealt with by Colorado in two different areas : (1) the <br /> on-going discussion, and (2) Colorado ' s proposal concerning the <br /> use and disposition of CRSP power revenues . <br /> • On-going discussions have largely taken place during and <br /> after the May 1984 Western Governors ' Association meeting. At <br /> that meeting, the governors formed a ten-member committee, <br /> including Governor Lamm, to further explore this idea and other <br /> issues concerning the federal hydropower system. This <br /> committee has now met twice. <br /> The committee formed a three-member task force after its <br /> October 1 meeting. This task force, chaired by Arizona <br /> Governor Babbitt, includes Governor Lamm. Governor Lamm has <br /> designated David Getches to take the lead for him on this <br /> activity. Mr . McDonald has been working closely with David <br /> Getches in the deliberations of the task force. <br /> Despite the need for and desirability of Colorado ' s active <br /> participation in the WGA' s activities, Governor Lamm has <br /> concluded that this may not be a substitute for Colorado <br /> carrying forward its specific proposal concerning the future <br /> use and disposition of CRSP power revenues for water project <br /> financing in the Upper Colorado River Basin. Thus, the <br /> Governor has indicated that he will continue to look to the <br /> Board to refine Colorado ' s proposal into a legislative <br /> package . To follow up on this effort, Mr . McDonald prepared a <br /> rough draft of amendments to the Colorado River Storage Project <br /> Act which would effect those provisions of the Board ' s February <br /> 16, 1984, proposal concerning: (1) the availability of CRSP <br /> -15- <br />
