The Board ' s second concern is with the schedule for the <br /> study' s completion. We understand from Bureau personnel that a <br /> draft of the study will not be available to the states until <br /> December, 1984 . On the other hand, we understand that the <br /> schedule calls for the report to be finalized, printed, and <br /> distributed by February 1, 1985 . Such a schedule clearly does <br /> not provide adequate time to review and comment on the report. <br /> Because of the complexity of this study, the basin states <br /> must have adequate time to review, discuss, and comment on it. <br /> Accordingly, the Board urges that a much more thorough review <br /> period be provided for . <br /> Thank you for considering the Board ' s concerns .
