<br /> 42 construction fund created by section 37-60-121, Colorado
<br /> 43 Revised Statutes 1973, as amended, effective June 1, 1977, the
<br /> 44 sum of seven million seven hundred five thousand dollars
<br /> 45 ($7,705,000), or so much thereof as may be necessary, for
<br /> 46 water, conservation projects, to be allocated in the order of
<br /> 47 priority as listed as funds become available as follows:
