CRSP Power Revenues for Water Project Financing
Introduction
Since the January 5-6 Board meeting, I have met once each
with Wes Steiner (Arizona) , Dan Lawrence (Utah) , representatives
of CREDA, the West Divide Water Conservancy District, the
• Fruitland-Mesa Water Conservancy District, and the board of
directors of the Colorado River Water Conservation District. Jim
Lochhead and David Smith participated in the meetings with the
West Divide District and the River District . I have also met
twice with Colorado-Ute and Dick Johnston met with them on a
third occasion.
Members of the staff have also met with the San Miguel, West
Divide, and Fruitland-Mesa districts. Work is also being done
with the consulting engineer for the San Miguel district.
Congressman Kogovsek and his staff, as well as Senator
Armstrong ' s and Congressman Brown ' s staffs, were briefed during
the last week in January, as was Acting Commissioner of
Reclamation Olson. David Getches and I have also had discussions
with Governor Lamm in the intervening weeks since the January
Board meeting.
Based upon the discussions held since the last meetings and
further analysis of the issues which have been raised, I believe
that there are two steps which the Board should take at this
time:
