Second Regular Session <br /> LDO NO. 84 0213/1 Fifty-fourth General Assembly HOUSE BILL NO. <br /> 1363 <br /> STATE OF COLORADO <br /> BY REPRESENTATIVES Younglund, Davoren, Entz, Robb, McInnis, <br /> Shoemaker, and Tebedo; <br /> also SENATORS McCormick, Beatty, Glass, Powers, and Soash. <br /> A BILL FOR AN ACT <br /> 1 CONCERNING THE CREATION OF THE COLORADO WATER RESOURCES <br /> 2 DEVELOPMENT AND LITIGATION FUND, AND MAKING ALTERATIONS <br /> 3 IN THE STATE TAX STRUCTURE AND ALLOCATION OF FUNDS TO <br /> 4 PROVIDE FOR THE FUNDING THEREOF. <br /> Bill Summary <br /> • <br /> (Note: This summary applies to this bill as introduced 4 <br /> and does not necessarily reflect any amendments which may be <br /> subsequently adopted. <br /> Creates the Colorado water resources development and <br /> litigation fund to be used for financing the construction of <br /> Colorado water projects , dam safety and rehabilitation, and <br /> any litigation expenses involving Colorado water rights. ' <br /> Provides that the general assembly make an annual <br /> appropriation to allocate the moneys from the fund. Finances <br /> the fund from a one-mill state property tax levy, a <br /> twenty-five percent share of the net proceeds of the state <br /> lottery, and a one-eighth of one percent increase in the state <br /> sales and use taxes. Reduces the amount for capital <br /> construction out of the net proceeds raised by the state <br /> lottery. <br /> 5 Be it enacted by the General Assembly of the State of Colorado: <br /> 6 SECTION 1. Title 37, Colorado Revised Statutes, as <br /> 7 amended, is amended BY THE ADDITION OF A NEW ARTICLE to read: <br /> i <br /> Capital letters indicate new material to be added to existing statute. <br />
