APPENDIX G
• STATE OF COLORADO
COLORADO WATER CONSERVATION BOARD
Department of Natural Resources
823 State Centennial Building
1313 Sherman Street ^N.•!if
Denver,Colorado 80203
Phone: (303)866-3441
Richard D.Lamm
Governor
J.William McDonald
March 9, 1984 Director
David W.Walker
Deputy Director
TO: Members , CWCB
FROM: Bill McDonald
SUBJECT: Agenda Item 11.a. , March 15, 1984, Board Meeting--
CRSP Power Revenue Proposal, Review of Status of
Colorado's Proposal
Please find enclosed testimony which I presented earlier this
week to the Water and Power Subcommittee of the Interior and Insular
Affairs Committee. Governor Lamm, David Getches , and I decided that
the hearings on the Lower Basin Power Bill (H.R. 4275) provided a
• suitable opportunity for Colorado to introduce its CRSP power revenue
proposal. The testimony is self-explanatory.
Another major step which was taken since the last Board meeting
was to meet with the Executive Committee of the Colorado River Water
Conservation District. Jim Lochhead and David Robbins joined me for
that meeting. The primary focus of discussion at the meeting was
the question of where CRSP power revenues , if they are forthcoming,
would be used.
The other major item to report is that the Board of Directors
of the Colorado River Energy Distributors Association met the week
before last. Among the items on their agenda was consideration of
Colorado's CRSP power revenue proposal. I am advised that CREDA
chose not to take a position at this time pending reports from the
representatives to CREDA back to their respective utilities . Appar-
ently, those in attendance at the CREDA meeting did not feel that
they had previously received enough information about Colorado's
proposal to react to it and did not want to take action with the
more definitive information in hand from the Board's February 16
meeting until they consulted with their respective utilities .
Finally, we have had some additional meetings and conversations
APPENDIX G
Herbert H.Vandemoer,Chairman-Richard W.Johnston,Jr.,Vice Chairman
C.M.Furneaux,Floyd L.Getz,Robert A.Jackson,Frederick V.
