The primary reason is that the Bureau <br /> proceeded with the first round of individual water service <br /> contracts from Ruedi rather than first negotiate the sale of the <br /> entire regulatory capacity to a single entity. Those contracts <br /> have now been consummated and each of them contains a clause, at <br /> the request of the Colorado River Water Conservation District and <br /> me that such contracts would be assignable should a third party, <br /> such as the River District or the Water Conservation Board, <br /> subsequently obtain the right to market the entire regulatory <br /> capacity of Ruedi Reservoir. <br /> With the first round contracts now completed, the River <br /> District has renewed its request to negotiate for the entire <br /> regulatory capacity.
