(b) The District shall require that all dogs and other pets • <br /> on its lands be controlled to preclude wildlife <br /> harassment. In addition, vehicular traffic shall be <br /> limited to designated roadways and public parking <br /> areas . <br /> (c) The District shall request Routt County to close County <br /> Road 14 to the public from the vicinity of Martin Creek <br /> east to the proposed dam embankment between November 1 <br /> and March 31 of each year so as to prevent disturbances <br /> to wintering big game animals from people and vehicles . <br /> The District will, however, have use of this road year <br /> round for access to the dam site . <br /> 10 . Operation and maintenance <br /> (a) The District shall operate and maintain, or obtain the <br /> services of a third party or agency to operate and <br /> maintain, all public use areas and facilities required <br /> by this site development plan to the satisfaction of <br /> the Board. <br /> (b) The expense of such operation and maintenance <br /> activities shall be the sole responsibility of the <br /> District. The Board shall not enter into a contract to <br /> construct the project unless and until the District <br /> agrees in that contract to assume the obligation for <br /> -7- <br />
