Gentlemen:
Section 1( 1) (d) , Chapter 405, Session Laws of Colorado 1983
(H.B . 1102 ) , specifies that prior to commencing construction on
the previously authorized Stagecoach Reservoir Project,
( III ) The [Upper Yampa Water Conservancy]
District shall . . .obtain such public access
to the reservoir as the Board deems •
appropriate; and
( IV) . . .the Board shall provide a site
development plan for the lands surrounding
the reservoir to the General Assembly for its
approval, and the site development plan shall
address the appreciation in the value of
lands in the vicinity of the project .
In response to these directives, the proponent of the
Stagecoach Reservoir Project, the Upper Yampa Water Conservancy
District, in consultation with the major private land developer
on the south side of the proposed reservoir, the Mountain Air
Company, prepared a proposed site development plan for the
Board ' s consideration. At the Board ' s request, the preparation
of the site development plan was reviewed by the Division of
Wildlife and the Division of Parks and Outdoor Recreation .
