An <br /> IFG4 study or other incremental flow methodology study <br /> should be conducted to determine the appropriate release. <br /> The applicant ' s proposed release of 10-15 cfs is probably <br /> insufficient. We need to know whether there will be seasonal <br /> variations in the release . <br /> 6) Temperature and flow modelling will be required to determine <br /> effects on the downstream aquatic biota. <br /> 7 ) A fishery study should be conducted to determine what fish <br /> species will be managed in the reservoir and what stocking <br /> commitment will be required annually. The proponent will be <br /> required to provide financial restitution in the maintenance <br /> of a fishery either through the direct annual purchase bf <br /> fish or by contributing to the construction of a hatchery <br /> since Division of Wildlife annual hatchery production is al- <br /> ready over-committed. <br /> 8 ) All dogs or other pets must be controlled to preclude wild- <br /> harassment. <br /> &life <br /> A right-of-way circumnavigating the reservoir ofz100 ' mini- <br /> mum horizontal distance, setback from elevation 7,3'11, should <br /> be dedicated to provide public access to the south side of <br /> the reservoir. <br /> 10 ) A dedicated right-of-way and boat ramp for public access <br /> should be provided adjacent to the proposed private marina <br /> on the south side of the reservoir. <br /> 11) Relocated County Road 14 should not be reconstructed from <br /> the point where it terminates at the DPOR campground to the <br /> dam, unless access responsibilities cannot be met any other <br /> way. It appears that access for maintenance purposes could <br /> be provided from the south side of the dam. <br /> 12 ) Wetland areas should be identified and appropriate compensa- <br /> tion or mitigation provided. <br /> 13 ) The area should be surveyed for sage grouse use and leks , <br /> and compensation or mitigation provided as necessary. <br /> 14 ) If the proponent is considering installing hydropower facil- <br /> ities on the dam those designs should be reviewed and neces- <br /> sary III <br /> modifications for fish and wildlife purposes made <br /> during the original construction rather than retrofitting <br /> the dam later. <br />
