Grieb, Director °4'OF` <br /> 6060 Broadway <br /> Denver, Colorado 80216(297-1192) <br /> 29 February 1984 <br /> TO: Bill McDonald <br /> Colorado Water Conservation Board <br /> FROM: Ann Hodgson <br /> SUBJECT: Division of Wildlife concerns regarding the proposed <br /> Stagecoach Reservoir <br /> The Colorado Division of Wildlife participated in the review of <br /> the Upper Yampa Water Conservancy District ' s application for a <br /> Section 404 Permit to the U.S . Army Corps of Engineers in 1983 . <br /> The Division commented, as did many other interested parties, <br /> that an Environmental Impact Statement (EIS) should be required. <br /> After reviewing the public comments the Corps concurred with the <br /> recommendation and issued a determination that an EIS would be <br /> required. <br /> Subsequently, the applicant withdrew the 404 application and • <br /> applied to the U. S. Bureau of Reclamation for a small reclamation <br /> loan of approximately six million dollars . It is our understand- <br /> ing that the Upper Yampa Water Conservancy District has hired a <br /> consultant to prepare an EIS . It is anticipated that the Div- <br /> ision of Wildlife will participate in the NEPA process as a <br /> Cooperating Agency, and will be requested to provide certain <br /> technical information which will be integral to identifying and <br /> evaluating the effects of the proposed project on fish and <br /> wildlife resources . <br /> Simultaneously with the preceding actions, the applicant began <br /> addressing planning constraints attached to the project by the <br /> Colorado Legislature . Several meetings involving the Colorado <br /> Water Conservation Board, the Colorado Division of Parks and <br /> Outdoor Recreation and the Colorado Division of Wildlife have <br /> been held to discuss the possible development of the proposed <br /> Stagecoach Reservoir site as a multiple-use recreational area. <br /> The Division of Wildlife has been requested to provide an itemiza- <br /> tion of concerns which should be addressed if this area is devel- <br /> oped as proposed; such a list is enumerated in following para- <br /> graphs . However, it should be noted by all parties that Stage- <br /> coach Reservoir is not technically an existing project. Neither <br /> a Finding of No Significant Impact (FONSI ) , nor an EIS which <br /> identifies Stagecoach Reservoir as the Preferred Alternative, • <br /> DEPARTMENT OF NATURAL RESOURCES, Hamlet J.
