• A REPORT ON THE STAGECOACH PROJECT <br /> MOFFAT AND ROUTT COUNTIES, COLORADO = <br /> MARCH 2, 1984 }' •✓s <br /> General <br /> House Bill No. 1102 enacted by the General Assembly of the State of ? J <br /> Colorado in 1983 authorizes the construction of certain water resource <br /> projects. Section 1., Subitems (1)(d)(III ) and (IV) reads as follows: <br /> "(III ) The [Upper Yampa Water Conservancy District] shall , prior <br /> to commencing construction of the project, obtain such public access <br /> to the reservoir as the [Colorado Water Conservation Board] deems <br /> appropriate; and <br /> (IV) Prior to commencing construction on the project, the <br /> [Colorado Water Conservation Board] shall provide a site development <br /> plan for the lands surrounding the reservoir to the general assembly <br /> for its approval , and the site development plan shall address the <br /> appreciation in the value of lands in the vicinity of the project."F <br /> This report and accompanying map titled "Stagecoach Reservoir Site Plan, <br /> February 29, 1984" have been prepared by The David E. Fleming Company, <br /> environmental consultants for the Upper Yampa Water Conservancy <br /> • District (Upper Yampa District), and Gary E. Guinn, land use planning <br /> consultant for the Upper Yampa District and for MountainAir Co. , owner <br /> of a portion of the private lands in the project area. <br /> The report has been prepared as a response to Subitems (1) (d) (III) and <br /> (IV) in HB 1102 (1983) and contains all of the information available to <br /> date in that regard. <br /> Stagecoach Reservoir Site Plan <br /> The "Stagecoach Reservoir Site Plan" submitted herewith is the result of <br /> lengthy negotiations involving input from a number of public and private <br /> concerns. Those giving continuously helpful assistance in the <br /> development of this plan are: <br /> 1. Colorado-Ute Electric Association, Inc. (Dennis L. McAninch and <br /> Don Vernon) <br /> 2. Upper Yampa Water Conservancy District (John R. Fetcher and Tom <br /> Sharp) <br /> 1 <br />
