Site Development Plan <br /> The District has submitted for the Board ' s consideration a <br /> site development plan which is set forth in the enclosed document <br /> entitled "A Report on the Stagecoach Project--Moffat and Routt <br /> Counties, Colorado" (March 2 , 1984) . The report is accompanied <br /> by a large wall map which visually depicts the proposed site <br /> development plan. That map will be available at the Board <br /> meeting for your consideration. <br /> I believe that the enclosed report concerning the site <br /> development is largely self-explanatory. The major additions <br /> which I would make to it are reflected in the enclosed memo <br /> from the Division of Wildlife which requests, for those numbered <br /> items which I have circled, consideration of certain concerns <br /> in the site development plan. For the most part, I agree that <br /> the circled items and the memo from the Division of Wildlife <br /> should be included in the site development plan and most of those <br /> are already, reflected in the report from the District. I have <br /> also enclosed a letter from the District to me concerning those <br /> aspects of the Division of Wildlife ' s memo. The balance of the <br /> concerns expressed in the memo from the Division of Wildlife are <br /> not germane to the site development plan but will need to be <br /> assessed in the environmental impact statement. <br /> The major unresolved issues concerning the site development <br /> plan is the desire of the District and the private land owner on <br /> the south side of the reservoir to make provision for a private • <br /> marina on the south side of the reservoir. The Division of Parks <br /> and Outdoor Recreation strongly recommends that there be only one <br /> public access marina located on the north shore of the <br /> reservoir. It is their position that the surface area of this <br /> reservoir is so small that it could not sustain two marinas . I <br /> concur in the recommendation of the Division of Parks and Outdoor <br /> Recreation and believe that the Board should likewise approve a <br /> site development plan which makes provision for only a single <br /> marina on the north shore of the reservoir. <br /> The other item which I would address is the discussion on <br /> the page 8 of the District ' s report which seems to indicate that <br /> the Division of Parks and Outdoor Recreation has agreed to manage <br /> the recreational facilities and public lands proposed in the site <br /> development plan. It is my understanding that this is not the <br /> case. Rather, the Division of Parks and Outdoor Recreation has <br /> merely indicated that if it were to manage the recreational <br /> features of the project then the conditions listed at the bottom <br /> of page 8 would have to be first satisfied. The Division has <br /> not, however, offered to manage the area nor is it authorized to <br /> do so at this time. <br /> For the purposes of the Board ' s approval of the site <br /> development plan, I do not think it is necessary to have this <br /> matter resolved. It seems to me that the execution of the site <br /> development plan, including making provisions for management of • <br /> the recreational facilities and public use areas, will be an <br /> obligation of the Upper Yampa Water Conservancy District.
