Section 1 of that act imposed a number of conditions upon <br /> the project, which are as follows: <br /> (d) The Board shall not enter into a <br /> contract for the design and construction of <br /> the Stagecoach Reservoir Project unless and <br /> until the Upper Yampa Water Conservancy <br /> District has agreed to the following <br /> conditions: <br /> ( I ) Repayment of the Board' s investment <br /> shall be guaranteed with the District 's ad <br /> valorem taxes or revenues from the sale of <br /> project water, contracts for such sales to be <br /> executed to the Board' s satisfaction prior to <br /> the initiation of construction on the <br /> project; <br /> ( II ) Any lands and water rights to be <br /> purchased by the District for the project <br /> shall be appraised by an independent <br /> appraiser or appraisers of the Board ' s choice <br /> and the amounts to be paid by the District <br /> for such lands and water rights shall be <br /> subject to the Board ' s prior approval ; <br /> • <br /> APPENDIX C <br /> 196 <br /> ai/8 <br /> Herbert H.Vandemoer,Chairman-Richard W.Johnston,Jr..Vice Chairman <br /> C.M.Furneaux,Floyd L.Getz,Robert A.Jackson,Frederick V.Kroeger,James S.Lochhead,David W.Robbins,David H.Smith <br />
