Mr. McDonald also reported that Congressman Hank Brown has <br /> for some time expressed interest in introducing legislation which <br /> would include certain reaches of the Cache la Poudre River in the <br /> Wild and Scenic Rivers designation. Efforts in this respect have <br /> been under way over the last two months, but to date attempts to <br /> reach agreements with all local interests have been unsuccessful. <br /> 2. South Platte Channelization Project <br /> Deputy Director David Walker reported that the Corps of <br /> Engineers, Omaha District, had opened bids on Stage 1 of the <br /> project during the first week of March. Stage 1 consists of the <br /> downstream reach of the channel project extending from Hampden <br /> Avenue upstream to Oxford Avenue. Mr. Walker reported also that <br /> land acquisition activities for lands and property required for <br /> the project are proceeding ; and based on transactions to date, <br /> the total cost of land and improvements should fall within the <br /> funds <br /> budgeted. <br /> 3. Closed Basin Repayment Contract <br /> Mr. McDonald reported that drafts of the contract had been <br /> prepared and the substantive provisions had been presented to the <br /> Board at previous meetings . In reviewing the draft contract, the <br /> Attorney General recommended that existing contracts for lands <br /> and rights-of-way which had been executed in the past must be <br /> modified to facilitate land transfers . Proposals to resolve . <br /> these issues have been made to the Division of Wildlife and the <br /> State Land Board and agreements have been reached on how to <br /> accomplish these actions. Drafts of contracts are being prepared <br /> and we expect that by the May meeting he can report that these <br /> issues have been satisfactorily resolved. <br /> 4. State Legislation <br /> Mr. McDonald reported on the following legislative bills <br /> being considered by the General Assembly: <br /> a. House Bill concerning liability of reservoir owners in <br /> the event of dam failure. The Bill has moved through the House <br /> and has been referred to the Senate Ag Committee with a couple of <br /> minor amendments. Approved by the Senate Committee and should be <br /> scheduled for second reading in the Senate. <br /> b. H. B. 1383, Water Development Fund <br /> This bill introduced by Representative Younglund would ear- <br /> mark a state property tax, 1/8 of one percent state sales tax and <br /> a portion of the state lottery proceeds for water projects fund- <br /> ing. The bill was heard by the House Ag Committee, reported <br /> favorably by this committee and referred to the House Appropria- <br /> tions Committee. No further action has been taken. • <br /> -2- <br />
