Mr. Greene: Maybe, but flows given are our best available
• data to date. The 90-day clock we operate on
under section 7 doesn't stop though. A
jeopardy opinion would be forthcoming if the
reports weren't completed.
Decreasing populations could be caused by a
variety of conditions of which flow might be
only one.
Mr. Robbins: What is the impact of the endangered species
upon the sport fisheries?
Mr. Greene: Question has not been totally addressed.
Mr. Vandemoer: Wants the minimum flows in the draft stated as
preliminary, temporary or subject to revision.
Mr. Robbins: Requests that McDonald formally respond to the
U.S. Fish and Wildlife Service based upon the
discussion, comments, and forthcoming commets .
Mr. Lochhead: Motion: That comments be transmitted to U.S.
Fish and Wildlife Service along with a request
that the state be heavily involved in these
studies.
• Seconded by Mr. Jackson.

Agenda Item 16 - Proposed Four Corners Water Management Study
At Chairman Vandemoer ' s request, Mr. McDonald briefly
discussed this item, stating that the Bureau of Reclamation had
proposed this study which was described in his September 2 , 1983
memorandum to the Board members . In its proposal the Bureau
would address water quality and quantity of surface and
groundwater in the San Juan and Dolores River Basins . He
suggested that in its deliberations of this proposal the Board
should consider three issues, namely:
(1) The Board ' s decision should be responsive to the desires
of local residents.
(2) The study should assess the needs as defined by local
interests.
(3) The Board not seek funds to cost-share the study.
In response to the Chairman ' s request for comments, Mr.
Kroeger indicated strong local interest in the study, and that
