The two agencies are therefore proposing a plan of <br /> action that will identify and quantify existing and potential <br /> roosting and feeding habitat, refine the habitat-flow <br /> relationship information currently available, identify and test <br /> potential on-site management techniques for providing the desired <br /> habitat characteristics, develop a Platte River Management Plan <br /> for whooping crane habitat, and define that portion of the plan <br /> that would be the "responsibility" of the Narrows Unit. The <br /> findings of this plan of action would be developed into a Platte <br /> River Management Plan for Whooping Crane Habitat prior to award <br /> of the first major construction contact for the Narrows Unit. <br /> The target date for the completion of and agreement upon the <br /> management plan and the Narrows Unit increment is February, 1986. <br /> Mr. McDonald called upon representatives of the BR and FWS, <br /> Messrs . Bill Martin and Roger Weidelman, BR and Mr. Bill Green, <br /> FWS, to discuss in some detail the proposed plan of action. (See <br /> Appendix H. ) <br /> Subsequent discussion by Board members highlighted several <br /> important concerns, namely: <br /> ( 1) Have studies completed thus far realistically defined <br /> critical habitat for the whooping crane? <br /> (2) Subsequent studies must be based upon state water right <br /> • laws and compacts. <br /> (3) Findings developed from this plan of action must not <br /> propose state financial involvement. <br /> Thereupon Mr. Robbins move, seconded by Mr. Jackson, that <br /> the Board not accept and support the plan of action as drafted <br /> and request the BR and FWS to redraft it to address the Board ' s <br /> concerns. Motion adopted by unanimous voice vote. <br /> Agenda Item 14 - Proposed Conservation Management Plan, Colorado <br /> River Endangered Fish Species <br /> Mr. McDonald essentially hit the key points in his October <br /> 26, 1983 memo to the Board concerning agenda item 14. (See <br /> Appendix I attached. ) Also a letter dated October 28, 1983 to <br /> Galen Buterbaugh, Director, USF&WS, from David Getches, Director, <br /> DNR, was distributed during the discussion which requested close <br /> coordination between the U.S . Fish and Wildlife Service and the <br /> Board, Division of Water Resources, and Division of Wildlife, via <br /> DeWitt John in addressing the issues outlined in the letter. <br /> • <br /> -11- <br />
