This proposed legislation relates to the <br /> authority of the Secretary of Interior to establish con- <br /> tinuing charges and use of the surplus funds from Ruedi Dam <br /> and Reservoir. I want to thank you for asking your Board <br /> not to make any recommendations concerning this legislation <br /> until such a time as a member of the staff of the River <br /> District could be present to express our concerns with the <br /> proposed legislation. As you know, on June 7 , 1983 a special <br /> meeting of the River District Board was held and, consequently, <br /> we were unable to attend your meeting. <br /> The proposed legislation would change the provisions <br /> of P. L. 87-59, August 16 , 1962 and would likewise modify <br /> H. Doc. 353 , 86th Cong. and the Fryingpan-Arkansas Project <br /> Operating Principles and H. Doc . 130 , 87th Congress . In <br /> Section 3 of the proposed legislation, a separate fund <br /> in the Treasury of the United States , to be known as the <br /> Colorado Water Resources Project Development Fund, would <br /> be created. Surplus revenues from Ruedi Reservoir would <br /> be credited to that fund. Under Section 4 of the proposed <br /> legislation, the Development Fund would be utilized to <br /> assist reclamation projects to be constructed in the State <br /> of Colorado. <br /> • <br />
