Re: Proposed Legislation - Ruedi Dam and Reservoir
Dear Bill:
It is my understanding that the Colorado Water Conservation
Board considered, in a meeting held on June 7 , 1983, the draft
legislation that has been prepared by the Bureau of
Reclamation. This proposed legislation relates to the
authority of the Secretary of Interior to establish con-
tinuing charges and use of the surplus funds from Ruedi Dam
and Reservoir. I want to thank you for asking your Board
not to make any recommendations concerning this legislation
until such a time as a member of the staff of the River
District could be present to express our concerns with the
proposed legislation. As you know, on June 7 , 1983 a special
meeting of the River District Board was held and, consequently,
we were unable to attend your meeting.
The proposed legislation would change the provisions
of P. L. 87-59, August 16 , 1962 and would likewise modify
H. Doc. 353 , 86th Cong. and the Fryingpan-Arkansas Project
Operating Principles and H. Doc . 130 , 87th Congress . In
Section 3 of the proposed legislation, a separate fund
in the Treasury of the United States , to be known as the
Colorado Water Resources Project Development Fund, would
be created. Surplus revenues from Ruedi Reservoir would
be credited to that fund. Under Section 4 of the proposed
legislation, the Development Fund would be utilized to
assist reclamation projects to be constructed in the State
of Colorado.
