6 (3) In the second sentence, insert the word "un-
7 reasonably" before the word "diminish".
8 (4) At the end of the second sentence, delete the
9 words "approval of this Act" and insert in lieu thereof
10 the words, "designation of a river for study as provided
11 for in section 5 of this Act".
12 SEC. 310. Section 8(a) is amended by deleting the
• 13 period at the end of the sentence and inserting in lieu thereof
14 a colon, followed by the words: "Provided, That this provi
15 sion shall not be construed to limit the authorities granted in
16 section 6(d) or section 14A of this Act.".
17 SEC. 311. Section 12(c) is amended by deleting the

18 words "Secretary of the Interior" and inserting in lieu there-
19 of the words "Administrator, Environmental Protection
20 Agency".
21 SEC. 312. Section 14 is amended by designating the
22 existing section as subsection (a) and adding a new subsection
23 (b) as follows:
