o Flows of 35 cfs at Platoro Reservoir and 100 cfs at the
Highway 17 bridge during the summer months, and natural
flows during winter months, were considered necessary
to accomplish the purposes of designation. Summer
flows drop below those recommended on occassion. Thus,
it was suggested that the Forest Service should issue
no further permits for water development projects on
its lands.
o Acquisition of existing water rights was not
recommended.
o No conflict with the Rio Grande Compact was
anticipated.
o Campground rehabilitation and replacement would occur.
o Reconstruction of 25 .6 miles of trail would be
required .
o A Recreational Forester would be required to administer
the area.
o A capital investment of $1 ,900,000 and an annual
maintenance and administrative cost of $111 ,000 would
be required.
Current Legislation (S. 1084)
S. 1084 would delete a two-mile segment below Platoro
Reservoir, which was recommended for designation in the final
study report. This would eliminate several tracts of private
land from designation.
/bm
-3-
