APPENDIX B
•
STATE OF COLORADO
COLORADO WATER CONSERVATION BOARD
Department of Natural Resources
4
823 State Centennial Building
1313 Sherman Street M E M OR A N D UM
Denver,Colorado 80203
Phone: (303)866-3441
• Richard D.Lamm
TO: Members, CWCB Governor
J.William McDonald
Director
FROM: Bill McDOnald
David W.Walker
Deputy Director
DATE: August 31, 1983
SUBJECT: Agenda Item 4, September 8-9, 1983, Board Meeting--
Review of Wild and Scenic River Studies
Introduction
An overview of the Wild and Scenic Rivers Act, of proposed
legislation to amend the act and to designate certain Colorado
Rivers, and of general issues raised by designation has been
provided in previous memos to the Board (April 29, 1983, re
"Agenda Item 14, May 5, 1983 , Board Meeting . . . " and July 5, 1983 ,
re "Agenda Item 13, July 7, 1983, Board Meeting. . . " ) . Please
bring these memos with you.
After discussion at the May and July Board meetings , it was
decided that the Board would review individual study rivers at
subsequent meetings . Five rivers in southwestern Colorado have
been scheduled for this meeting.
Discussion
Brief reviews of the Conejos, Los Pinos, Piedra, Dolores, and
Gunnison Rivers study reports are attached, complete with a refer-
ence map. These should be self-explanatory.
With respect to the proposed legislation circulated by
Senator McClure this past spring , S. 1084 has now been introduced
at the request of the Administration (copy attached) S. 1084
contains the major provisions which were in the draft legislation
(see my July 5 memo) and would designate the Conejos, Los Pinos,
Piedra, and Elk Rivers in Colorado. As best I can determine,
committee hearings on the bill have not been scheduled and the
bill is not moving forward at this time, nor is it expected to
during the balance of this session of Congress.
Recommendation
I recommend that the Board take no action, nor otherwise
formulate a position, on any specific study river until all such
• rivers have been reviewed. After all rivers have reviewed, the
Board can further consider the general issues involved on all
rivers and the specific circumstances on individual rivers and
determine what action, if any, it wishes to take .
JWM/gl APPENDIX B 118
Attachments: as stated ( 6) m/ai/4
