All parties have agreed to the stipula- <br /> tion in principle . However, at this date not all parties have <br /> signed the stipulation. <br /> In general terms the stipulation contains the following <br /> items : <br /> 1 . The winter flow (October 1 - April 30) was reduced from <br /> 6 cfs to 2 cfs for the reach from the USGS stream gage <br /> near Eldorado Springs to South Boulder Road . The upper <br /> reach remained unchanged at 6 cfs. This reduction in <br /> flow is based upon a determination of water avail- <br /> ability. <br /> 2 .
