He is officially <br /> cognizant of that situation, presumably as a result of the <br /> last meeting of the Colorado Water Conservation Board, of <br /> which he is chairman, and he is aware that this commission is <br /> • approaching the end of its work. If there was any question <br /> that the Governor did not know what was going on and perhaps <br /> was unaware that some action on his part ought to be taken, <br /> it would be a different set of circumstances, but he is <br /> perfectly cognizant of the fact that the three gentlemen <br /> here are representing Colorado, and apparently he is satisfied <br /> with it. Even if he gave us such a letter, he could change <br /> his mind the next day and appoint somebody else. So it seems <br /> to me, unless he sees fit to act, the absence of action on <br /> his part is just as significant as an action. <br /> However, I an in no sense dictating the technicalities <br /> of this proceeding, and this having come up Colorado should <br /> resolve it.
