I am not <br /> submitting for the record my letter of transmittal. <br /> I had occasion to be in Washington during the first half <br /> of October, and during sty presence in Washington I had con- <br /> ferenoe discussions of the Compact draft with all the <br /> interested Federal agencies. <br /> Responses in the form of letters have been received as <br /> follows, and copies of these have been furnished to the <br /> state chairmen and the secretary. I will ask the secretary <br /> to place them upon the record. There is a letter from Mr. <br /> Paulsen, of the U. S.
