It <br /> seems to me that if the jurisdiction of the Colorado court <br /> is at all in question with respect to a Kansas citizen we <br /> might consider fixing such jurisdiotion--I am not saying m <br /> w <br /> that that legally can be doneābut fixing such jurisdiction <br /> by a proviso in this Coapaot in this form, or at whatever <br /> form we arrive at here; some language that attempts to do <br /> that. <br /> I would suggest as a proviso to Article V-K something <br /> along this line: <br /> Provided that any court of Colorado in which such <br /> adjudication for transfer or change may be brought shall <br /> give notice thereof to the Administration established <br /> under Article VIII of this Compact, and shall be ear <br /> powered to hear and determine protests that may be <br /> entered in such oases by the Administration or by affected <br /> water users under this Compact in Kansas. <br /> The purpose of that, to my mind, is to give the <br /> Colorado court--assuming that that is where the case <br /> would come for adjudication in the first instance--ample <br /> authority and direction to entertain a protest of the <br /> Administration as such, or of water users in Kansas, in <br /> the hope that that burden upon the court' s authority would <br /> insure a hearing of all interested parties, whether they <br />
