they have in mind should apply and affect only the
flood control pool or the flood control capacity
of Caddoa Reservoir.

do with it. We can't obviate or get away from the
authority of the War Department over the flood con-
trol pool or capacity, and it they want to surrender
some of it to the Bureau of Reclamation, that is
for them to say. "
