It appears <br /> to me that it will probably be in order to ;ask the Legal Af- <br /> fairs Committee to take this matter under advisement for care- <br /> ful study and report to the Commission as a whole, rather than <br /> arrive at a conclusion here and now on the basis of random <br /> O omment. <br /> Would the Legal Affairs Committee be willing to under- <br /> take a study of this subject and return their report thereon, <br /> Mr. Vidal? <br /> MR. VIDAL: The Committee can direct its attention to <br /> whatever it wants. <br /> CHAIRMAN KRAMER: That is the reason I am asking you <br /> whether you want to do it. <br /> MR.
