Gatohell, of the staff of that Commission. <br /> Dealing with the people on the so-called lower levels <br /> is a necessary simplification in governmental procedure to <br /> facilitate and .expedite action. From what I know of govern- <br /> mental functioning, that is the Federal Government, people <br /> dealing officially have bureaus or departments and are well <br /> aware of their degree of authority and the extent to which <br /> they may act and correspond with assurance of the basking <br /> of the had of the department. <br /> I may point out that in the ease of our dealings with <br /> the Federal Power Commission that we have accepted as be.. <br /> tag in good faith and entirely adequate for our purposes <br /> the correspondence with Mr. Gatohell.
