They contain material that is substantive in character <br /> which I feel should be placed upon the record. <br /> Subsequent to the discussion with Mr. Gatchell at our <br /> Topeka meeting regarding power plans of the Federal Power Com- <br /> mission on the Arkansas River, I received a. letter under date <br /> of February 27, 1947, accompanied by a iemoeandum of February <br /> 14, 1947, signed by Mr. DeLuccia, Chief of the bureau of the <br /> Federal Power Commission setting forth the Federal Power Com- <br /> mission' s answer to the question which was raised at the Topeka <br /> meeting. It was a question which was posed and pursued par- <br /> ticularly by Mr. Patterson and constitutes--the reply which I <br /> received I think, constitutes and contains information that <br /> he wh.ftted. I furnished copies of this correspondence to the <br /> State Chairmen heretofore, but will present copies of it now <br /> to the Acting Seoretary to be placed upon the record. <br /> I have also received from Mr. Gatchell, of the Federal <br /> Power Commission a letter dated March 24, 1947, accompanied <br /> by a letter of the same date which Mr. Gatchell has addressed <br /> to Judge Stone, Director of the Colorado Water Conservation <br /> board, all in reference to the phraseology of a proposed <br />
