KNAPP: I participated in the drafting of the 0 <br /> paramountcy clause of the Republican River Compact, and I <br /> 0 <br /> participated in the long series of conferences and discussions <br /> leading up to that. I have listened carefully to what these N� ', <br /> gentlemen have said, particularly the members of the Legal <br /> Committee, and it seems to me,aa they pointed out ,that in <br /> view of certain federal legislation whioh has been enacted <br /> since they felt obligated in the Republican River matter to <br /> write a paramountcy clause, that the draft which they have <br /> proposed is adequate, so it seems to me from the standpoint <br /> of engineering anyhow. <br /> As to the question of definitions, I take it that it <br /> is the Chairwan$s desire that we discuss the term beneficial <br /> consumptive use later. It so, I make no comment on that. I <br /> would prefer to discuss that later. <br /> CHAIRMAN KRAMER: You say it appears satisfactory as <br /> an engineer.
