constructed that consists of a check structure on the canal, a slide gate and measurement weir to <br /> divert and measure the recharge water to the pond. A schematic of the inlet structure is shown in <br /> Figure 4. Riprap will be place on the slope below the inlet structure to prevent erosion when <br /> filling. Grass seed will be applied at the perimeter of the pond and top of the slope to prevent <br /> erosion. Also, an all-weather access road will be installed on the north side of the Brush Lateral <br /> running from Hospital Road to the inlet structure. <br /> Headgate Bridge. The headgate of the canal includes a bridge that enables crossing of the canal. <br /> This bridge is approximately 36 feet long and enables material to be hauled from one side of the <br /> canal to the other. The existing structure is shown in Figure 5. The bridge is too narrow for the <br /> maneuvering of trucks for hauling. As configured,the bridge limits hauling to loader buckets. <br /> Enlargement of the Headgate Bridge is planned to expand the width by twelve feet and allow <br /> truck passage to meet the current and projected operation and maintenance demands. <br /> 4.3 Social,Economic,and Physical Impacts <br /> The project will have no significant negative social impacts. However,there will be positive <br /> social and economic impacts. <br /> The project will have significant economic impact by providing recharge credits which will aid <br /> in the replacement of out-of-priority depletions caused by the use of wells by UP&B <br /> shareholders. If the project is not implemented, use of wells will continue to be restricted by <br /> available recharge accretions,thus limiting agricultural activity in the area and impacting the <br /> local economy. <br /> The project will have few significant physical impacts as it will consist of one pond with the <br /> associated inlet and measurement structures on property currently under development and the <br /> expansion of an already existing bridge. The pond will not be utilized for active recreation,but <br /> the project may provide an open space amenity and wildlife habitat. <br /> 4.4 Permitting <br /> UP&B and TZA believe that no Environmental Assessment(EA) or Environmental Impact <br /> Statement(EIS)will be required. UP&B is in the process of obtaining a Special Use Permit from <br /> the City of Brush. The City Council changed the zoning designation for the Hospital Road Pond <br /> site and voted unanimously to allow Castle Rock to excavate the site. Other details of the Special <br /> Use Permit such as whether the pond will be fenced,whether there will be a walking path, and <br /> the extent of landscaping, have yet to be worked out. <br /> 4.5 Institutional Considerations <br /> Institutional considerations include the City of Brush Special Use Permit described above and <br /> the proposed loan from the CWCB. <br /> 5 FINANCIAL FEASIBILITY ANALYSIS <br /> 5.1 Loan Amount <br /> Loan Amount: $189,000.00 <br /> Loan Term: 10 year amortization <br />
