The RICD claims will be limited to the hours of 8:00 a.m. <br />to 8:00 p.m. each day, except during competitive events when the RICD hours will be <br />extended from 6:00 a.m. to midnight. <br />Instream Flow Water Rights <br />The CWCB instream flow water rights database indicates no instream flow water <br />rights along the Animas River mainstem. As a result, the Durango Boating Park will not <br />have any impact on existing instream flow water rights. <br />Administration <br />The proposed RICD water right can be administered through use of the existing <br />Animas River at Durango gaging station together with a new staff gage to be installed on <br />Lightner Creek. The available flow to meet a potential call of the RICD would be equal <br />to the measured streamflow at the gage locations. The RICD water right is reasonably <br />capable of being administered by the Water Commissioner through the use of these <br />gage measurements, and calls by the RICD can be administered just like calls for any <br />other water right. It is noted that the water courts in other water divisions have <br />determined similar boating park water rights to be capable of administration. <br />4 <br />
