' 4. Pumping will not increase at a rate greater than 50 cfs per hour and will not <br />decrease at a rate greater than 100 cfs per hour. Furthermore, when the <br />' Animas River streamflow is less than or equal to 500 cfs, pumping will not <br />increase at a rate greater than 25 cfs per hour and will not decrease at a rate <br />greater than 50 cfs per hour. This criterion is intended to mitigate the <br />potential stranding of fish downstream of the Durango Pumping Plant. <br />5. The Durango Pumping Plant will be operated to reduce the effects on boating <br />opportunities downstream of the pumping plant, and pumping will be reduced <br />when there are organized or competitive events on the river. <br />In addition to the above environmental commitments, Durango Pumping Plant <br />operation will be impacted by other factors. Such factors include downstream water <br />' rights demands, pumping power requirements, and user preference (some users may <br />take water directly from the river). The Bureau will eventually develop standard <br />' operating procedures for the Durango Pumping Plant that will account for all the factors <br />affecting diversions from the Animas River. <br />1 Exchange Opportunities <br />1 Exchanges of water rights are sometimes implemented by Colorado water users <br />to allow upstream diversions to occur in situations when such upstream uses would <br />otherwise be out of priority. In other words, a release from a downstream location is <br />made to allow an out -of- priority upstream diversion to occur without causing injury to <br />other water users. Because there has never been an enforced call on the Animas River <br />mainstem, there has been no reason in the past to operate exchanges. The <br />approximately 422,000 acre -feet per year that will be surplus to the Boating Park <br />demand will allow ample opportunities for future exchanges if there are any future <br />exchange needs in the basin. <br />Analvsis of Boating Park Impact on Colorado River Compact Entitlement <br />The recreational use of the streamflow at the Boating Park is non - consumptive; <br />therefore, it does not consume any of the water available to Colorado under its compact <br />entitlement. All of the water that is appropriated at the Boating Park can be reused by <br />downstream water users or to meet Colorado's compact delivery obligation. The amount <br />1 10 <br />
