CtaigMLiiP.E <br /> Colorado Division of Water Resources <br /> 1313 Sherman St., Room 818 <br /> Denver, Colorado 80203 <br /> (303) 866-3581 <br /> Work experience <br /> 1989—Present Colorado Division of Water Resources <br /> Denver, Colorado <br /> Water Resource Engineer - Team Leader for Divisions 4, 5, 6 and Designated Basins. <br /> Currently supervises, manages and performs the following duties, with a staff of four <br /> employees, for Divisions 4,5 and 6: <br /> • Reviews, makes recommendations and provides water resources engineering support to <br /> Division staff for water court and litigation issues, including trial preparation; conducts <br /> extensive reviews of water court filings; reviews field inspection notes, computer <br /> databases and ground/surface water computer models,attends litigation meetings and <br /> negotiates final decrees. <br /> • Reviews and makes recommendations on requests for substitute water supply plans by <br /> evaluating surface and ground water hydrology, performing engineering analysis, <br /> researching water court decrees and evaluating site specific data. Conducts ground <br /> water modeling in alluvial aquifers and bedrock aquifers to determine <br /> tributary/nontributary conditions and potential for injury to vested water rights. <br /> • Reviews, analyzes and makes recommendation to the Colorado counties regarding the <br /> adequacy of proposed water supplies and potential injury to decreed water rights of <br /> new subdivisions as required by state statutes. <br /> • Analyzes applications for permits to construct wells and use ground water, interprets <br /> water court decrees, composes conditions of approval or findings of fact and <br /> recommends approval or denial of these applications. <br /> • Attends meetings as a liaison between the Division and state and federal agencies and <br /> water users groups,represents and speaks on behalf of the Division at meetings in <br /> matters related to water rights engineering and water rights administration. <br /> • Provides technical information to general public,engineering and legal firms,and public <br /> and private organizations in relation to state statutes,administrative policies,hydrology, <br /> and availability of ground water throughout the state. <br /> Also administered and enforced Designated Basins water rights during tenure as Team <br /> Leader for Designated Basins. <br /> Staff Engineer for Division 1 Team and Designated Basins. <br /> • Testified as an expert witness,acted as a liaison with Ground Water Management <br /> Districts,water users,attorneys and engineers. <br /> • Evaluated well permit applications,substitute supply plans. <br /> • Participated in the water court resume review process. <br /> 18 <br />
